5. Carl Grissom, Chicago Fire

Grissom (played by Gary Cole) gets the bottom spot on this list because Chicago Fire did let him redeem himself in his last appearances. Kelly Severide (Taylor Kinney) even came to Grissom’s defense when it looked like the other man was going to lose his job. So if Severide can forgive his old friend, the One Chicago audience can cut him a little bit of slack.

But we can’t completely forgive him for all of the frustrating things he did before that. Remember that Otis (Yuri Sardarov) uncovered that the reason Grissom had risen the ranks was that he’d been falsifying his firehouse’s statistics. He thus unjustly beat Wallace Boden (Eamonn Walker) in the fire commissioner’s election and then developed a vendetta against Firehouse 51.

It was Grissom who assigned his right-hand man Jerry Gorsch (Stephen Boyer) to 51 in hopes of turning the screws on Boden. Gorsch was a whole other piece of work but it was Grissom’s fault he was there at all, so we blame Grissom for him. Between the two of them, things got incredibly aggravating around the firehouse for a while.

Though Benny Severide got the commissioner to call off his attack dog, and our heroes did bury the hatchet with their new boss eventually, that was a lot of water under the bridge. Even now, it’s a bit hard to believe that Grissom isn’t going to do something else petty or self-serving.
