Ray Price (Wendell Pierce) seemed like a standup guy on the surface, but the more PD fans got to know him, the more nefarious his actions became. Price was an Alderman of the 22nd ward, which meant he was an elected member of a municipal council.

He used his position of power to exploit the system, and even tried to coerce Kevin Atwater (LaRoyce Hawkins) into to a lie that would convict a racist cop.

Price's end may have been tragic (he took the fall for a murder that his committed), but it doesn't change the fact that he was an exploitative and dangerous Alderman.
